Phase II ESA: Site Investigation

Site Assessments

SRW has experience in all aspects of Phase II assessments.  A Phase II typically involves a scope of work that requires:

  • Developing field sampling plans,
  • Sampling environmental media using a variety of methods,
  • Classifying soil and groundwater conditions,
  • Determining and evaluating appropriate exposure pathways,
  • Determining applicable standards for comparison

As a result of our experience managing these types of projects, we prefer to use a phased approach. The first step with any Phase II project is to review the Phase I report.  In developing the scope of work, SRW works closely with clients to establish any time and cost constraints, confirm future land use plans, establish cleanup objectives, and, if applicable, confirm funding eligibility for the site.

After these initial steps, we establish the "Areas of Concer" (AOC) to be investigated at the site.  Based on the number of recognized environmental conditions (RECs) identified in the Phase I report, SRW will evaluate the cost-effectiveness of investigating each REC individually versus consolidating the RECs under a "site-wide" approach biased toward reported areas of concern. 

Once the AOC are established, SRW will develop a Phase II Work Plan, including a budget and schedule. A well-planned site investigation is the key to understanding the intricacies of subsurface conditions and to identify the nature and extent of contamination and their effects on the environment.

Upon completion of field and laboratory activities, detected chemicals-of-concern will be compared to the appropriate risk-based standards.  A written Phase II Report will then be prepared.
